Usage guidance, also known as a tag wiki excerpt, is a short blurb that describes when and why a tag should be used on this site specifically.
For both themes and plugins including a readme.txt file is mandatory when you want to upload it to the WordPress repository. The content of the file has to meet certain criteria. For plugins the format is obligatory, for themes it is preferred.
