If you want something to happen when you 'hover', you can do that with some CSS. Assign a id (since they need to be unique, so your CSS will only affect the div with that id) of some name to the image tag, then use this as a starting point: https://www.w3schools.com/howto/howto_css_image_overlay.asp
You could also use some JS to change things. But CSS will work. The above link will give you some ideas.
You might also be interested in this question https://stackoverflow.com/questions/18813299/changing-image-on-hover-with-css-html , which does something similar to what you want with this code:
<div id="Library"></div>
#Library {
background-image: url('LibraryTransparent.png');
height: 70px;
width: 120px;
}
#Library:hover {
background-image: url('LibraryHoverTrans.png');
}
The first CSS will set a background image for that div, and the second will change the background image on a hover. The first link also has references to some transition stuff, so you can fade-in/fade-out.
