This worked for me.Adding a relation makes it work, even though there's only one clause

'meta_query' => array(
   'relation' => 'OR',
    array(
     'key' => 'colors',
     'compare' => 'NOT EXISTS' // doesn't work
    ),
    array(
     'key' => 'colors',
     'value' => 'blue'
    )
)

This worked for me.
