Add multiple plugin directories
$dir is either a full path or something relative to the wp-content directory. $label is going to be for our display in the admin area (eg. a translatable string).
<? … Basically: get the directory from the $wp_plugin_directories global, open it, find all the plugin files. Store them in the cache for later.
