customize_preview_init: listening for any changes from dynamically created control

Question

When created settings and controls dynamically from Javascript it is working fine with partial refresh.

But when setting my_control value to a new one programmatically without partial refresh ( Updating through customizer preview ), it won't execute the callback. It works well when a partial refresh happens.

Any reason? anything I am missing?

wp.customize( my_control, function( value ) {
        value.bind( function( value ) {
            
        });
    });

Do I need to write a code to call customizer preview explicitely?
