But this question is unanswerable without context: we don't know anything about your site, your plugins, what you did when this error occured (screenhots maybe?), version numbers, your knowledge of PHP. Those lines are within the get_page_link() function, so without any further information I can only assume that you, your theme or a plugin is calling that function without passing a valid Post ID or Post object as the first parameter:

get_page_link( int|WP_Post $post = false, bool $leavename = false, bool $sample = false )
