We're trying to "optimise css delivery" to satisfy pagespeed insights.

When we use critical css generator on the file it says should be optimised it just creates a new unoptimised file with a different name & doesn't use the optimised version of the file previously mentioned.

How i can force my website to use the optimised version of the file?

In a plugin or child theme you could "dequeued" the orginal css file. To "dequeued" a css file you can use the function wp_dequeue_style "dequeued". – user141080 Jun 7 '18 at 11:29
