@LeninZapata You should run composer install in the directory with the composer.json file. For example, if you clone Bedrock (github.com/roots/bedrock), then go into your bedrock directory and run it there.

My bootstrapper normally just checks settings and environment variables; its main purpose is to make sure my plugin always has what it needs to run, irrespective of whether it's been run from within WP or as a standalone PHP app. | |
