Feb 28, 2017 at 14:19 comment added Fayaz The first method is more designer friendly. So when in templates with a lot of HTML and little bit of PHP, do the first one. The second one is useful when there is a lot of PHP and a little bit of HTML. Do it in functions.php or plugins etc.
