AcoordingAccording to the error you are defining 'WP_CACHE'WP_CACHE as truetrue somewhere (maybe in wp-config.phpwp-config.php?). This This way Wordpress is looking for a file that doesn't exist in default installation. 

Disable it and the error will be gone.
