After enable multisite environment in wordpress site creation wizard not working.

If I am installing pluging ["Site Creation Wizard"]Site Creation Wizard (Wordpress Plugin) without enable multisite there seems option "Create new site" in dashboard. But

But If I install pluging ["Site Creation Wizard"] after enable multisitethat plugin after I enabled multisite, the "Create New Site" option does not seems into be on the dashboard any longer. What iscan be the reason??????
