comment Is there an existing capability to allow editing of only pre-existing pages? If not, a good way to implement this?
I would also check out wordpress.org/extend/plugins/user-role-editor

comment Making a form for user to add new custom post with custom taxonomies and custom fields
wp_insert_post returns the post_id which you pass in to wp_set_terms. You also need to pass in the taxonomy name (i.e. color) as well as the term_id's

comment Plugin for custom posts and fields
You can create "groups" by adding Add New Field Groups. ACF is already organize by group, so you just need to make sure to add separate groups. In regards to sorting, you will have to add that custom functionality since it's custom to your site. There may be a plugin, but doubtfully. If you do find one let us know!

comment Weird behaviour when adding terms/term_taxonomies programmatically
I had the same issue with child terms and above did the trick! Just make sure to use delete_option() after inserting the terms to be safe.

Agreed with Kaaviar, the function below is better.

Clarify your question, why do you need access out of templates to WordPress functions? Do you need custom templates to select like expand2web.com/blog/custom-page-template-wordpress ?

comment Check if home.php and set home.php as page_on_front
Technically home.php is not a page template, it's the main page for the blog. is_page_template() will only return true if a page has a custom template that you select from the sidebar.

comment How to replace bloginfo(template_url)
I would ignore it. I personally use get_bloginfo() over get_template_directory_uri() and don't see any reason why it's better to use one function over the other

Try is_blog() function mentioned here.

comment Check if home.php and set home.php as page_on_front
I just tested and it worked fine for me. home.php is the base for the blog. So if you change the Reading page to a specific page it will load that template. If you want the front page / homepage of your website and you set a front page then use the is_front_page()
