Yes, I would store that in post meta and, as the answer states, I would suggest using a post template to update that post meta.

Based on your query in the question I wouldn't expect get_users to work. Get users function calling a meta key and value will only work if the user meta is registered the wordpress way and appears within the usermeta table.

Locating wp-load.php that way looks like you are loading it from within a plugin. This is generally not a good idea. What are you trying to do?

I agree, it's something commonly done with WordPress as a CMS. I wish I had the time to port it into core and submit a patch as an enhancement, but I'm working on getting WordPress to run on a cloud with a json backend opposed to mysql.
