Almost always in these cases, a custom post type or taxonomy would be safer, faster to implement, and more efficient thanks to the internal caching system. If you really must create a custom database table, use dbdelta, and if you want to execute multiple queries, use separate strings or an array instead of explode. A custom post type and taxonomy will give you templates, archives, filtering, query vars, caching, APIs, a free admin UI, and allow you to use WP_Query to grab items, as well as plugin support, and in the future, REST API support

You should use the pre_get_posts filter rather than discarding the main query and using your own if you want to change what posts are shown on a page or archive

You're using a lot of terms and permalinks here that are otherwise reserved, e.g. your archive clashes with the author archive of the user 'role', role itself is a reserved term, and you've no details on how you're displaying users. Also try to ask 1 question per question. You can always ask follow up questions about new things once it's answered

Your use of the $wp_query object here is, unusual to say the least. Was there a particular reason you couldn't create a standard WP_Query object and loop, or use the pre_get_posts filter like most code?

if you put messages in the if statement, what do they say? Right now the return value of wp_mail is being swallowed and you're not surfacing any errors that might have occured. Also can you verify your install is capable of sending emails via wp_mail? There's a mail test plugin on the .org repo. Does it send if you remove the header?
