As I wrote in the question, the TinyMCEComments plugin doesn't work anymore with 3.x versions of WP. I'll need to ask my customer, if it's acceptable for him to see markup in the textarea – even if it's just simple Markdown. Nice hint, but waiting for more such answers.

+1, it's an interesting question. But in Wordpress, the "Add media" button is not directly integrated into TinyMCE, but stays outside of it. I don't think you can disable it via the TinyMCE configuration. I'm just guessing, but disable adding media sounds to me like prohibiting access to the media library. So maybe this could be achieved by setting/removing the appropriate rights to/from the user role.

Wordpress was just not made for such types of websites. Use a more powerful CMS instead. Using the multi-site feature doesn't sound very good to me either, because the pages are not linked to each other across the languages. For example, if you had created a page in French, it also should occur in the backend as template for English and German. I can't think of an easy way to accomplish that in Wordpress, whereas other CMS, like MODx or TYOP3 do have such a feature included by default.
