Looking at the filter you've mentioned, you do mean the admin bar on the front end of your website, correct? Also, where exactly would you like to have the new greeting displayed?

That's somewhat the reason why I've been asked. People get confused seeing the option to create multiple menus (of which they can only use one at the time), and having just a single location. Now I can explain them (which I have), but since it's also not used I prefer removing it to a bare minimal set of options.

As a side-note @kaiser (and stephenharris) recently made a great plugin which displays most info about the current admin screen globals, contextual hooks, etc. (terribly sorry about the double comment/links, but I do think all are quite relevant to the original question)

Thanks for the followup :) I know on different occasions a new <body> class will automatically be added. Also, if you really need to change a lot of CSS, you could always add one yourself. deluxeblogtips.com/2013/02/wordpress-admin-body-class.html
