The example you have found, works for shortcodes, like [mycode]...[/mycode]. And you are trying to do that for a div element <div id="hover">...</div>. That's what you are doing wrong.

Not sure what you mean now. No matter which level of category the post is assigned, it will display it's child categories. So, if post is in Child 1, Child 1 -> Children cats will be displayed. I guess that's what you've mentioned in the question ?
