Did you tried with 'field' => 'term_id' ? As 'id' does not make any sense here. Only 'term_id', 'slug' or 'name' is allowed for this field.

Why are you hooking into pre_user_query ? If you need results, this - $user_query = new WP_User_Query( array( 'meta_key' => 'member_id', 'meta_value' => '2349' ) ); should return the results you need.

The example you have found, works for shortcodes, like [mycode]...[/mycode]. And you are trying to do that for a div element <div id="hover">...</div>. That's what you are doing wrong.

Not sure what you mean now. No matter which level of category the post is assigned, it will display it's child categories. So, if post is in Child 1, Child 1 -> Children cats will be displayed. I guess that's what you've mentioned in the question ?
