Thanks, this appears to be a long-standing issue / bug between category__in and stick posts. I'd venture it's a bug because wordpress docs say stickies should always work on the front page but this is not the case. google.com/#q=category__in+and+stick+posts

DESC and also irrelevant in the sense that if you take it out you get the same result. There appears to be a conflict between category__in and sticky posts.

comment display comment form for specific post id
This is not what I'm trying to do. Lets say I have three pages, and I want them all to display the comments form from post (id=343). What code would I use within the pages to make that happen?

you can allow guests to comment with Disqus (so they don't need an account). Did you go with Simple FCP then?
