comment List Taxonomy Terms based on another Taxonomy
This would output a list of tags under each post listing. I am trying to generate a master list of all Resource Tags that have the specified Resource Type. The goal is to display them inside the <ul> with the id "resourceTagList". So if I am on the Articles resource type taxonomy page, I want to see a full list of every Resource Tag used across all posts with the resource type term "articles".

There are 3 instances of pre_get_posts in the functions file. Not sure what's the best method of posting those 3 functions since they won't work in the comments.

If you're saying to put "/%category%/%postname%/" in the Settings > Permalink area under Custom Structure, that breaks the entire site. It needs to be something that only affects the custom post type, not all the other post types, pages, and posts.

I know. That's what I'm asking. How do I do that. I need the wp-admin's View and Preview buttons to display a URL with the percent symbols stripped out.

I tried that again (I always do that after making changes to the rewrite rules on anything) and it hasn't made any change. It still returns %project_categories% as the taxonomy in the URL.
