comment Send email to all registered users
Technically speaking, a plugin could do this, but sending mass-email can be resource intensive (whether you or the plugin is using wp_mail or PHP's mail). But practically speaking, sending mass email without explicit consent from your users can get you into trouble. Also, sending mass email on your own merit (manual or through plugin) can trigger your provider's anti-spam alert. Your own email address could be blacklisted. I strongly advise using a newsletter service that suits your specific needs!

revised Exclude Current and Sticky Post
Fixed a wrong assumption that `sticky_posts` returned as a string instead as an array.

Then $excluded_ids = get_option( 'sticky_posts' ); $excluded_ids[] = $current_post_ID; would do.

Have you tried joining the IDs together in a single array, which you can pas to post__not_in?

comment Wordpress plugin: render only page content using ajax call
These hooks work for both frontend and backend, but are for executing PHP code with an AJAX call. From what I gathered from your original post (before the events_controller edit), you are working with jQuery and require a jQuery solution. The code I provided will do what you ask: append the .list item with only the list from page 2 instead of the whole page. If this is not what you are really asking, please improve your question.

comment Does $wpdb->prepare not create a prepared statement that I can execute multiple times?
I use %u when I am using unsigned integers. Although not support by the Codex, I have not been getting errors from this and it might provide you with the sanitizing you need.

comment using AJAX to run sql statement and populate dropdown
When you are dealing with user input, you really should be using $wpdb->prepare() inside your get_col method.

I just updated my answer. I'm not used to creating a new question for a follow-up question. To me that seems a bit like polution, but I understand your point of view regarding Q&A based communities. Please take a look at my updated question and if the need is still there, I can split it off into a new question, where you could provide your answer if you want to.
