1&1 is a problematic host. Their "Unlimited" package is far too cheap to be quality. Search the wordpress.org forums for opinions on them. And do a reverse DNS lookup on your IP to see how many other sites are on your server; that's another reason for an overloaded server.

Thanks for all this; it's appreciated. But if non-CPT pages - regular WP pages - can't be children of a CPT, I guess I'd have to change the pages to CPTs. The thing I did for now was make blank parent pages and block them in robots.txt; and then use custom links in the menu with http://# to not use the parents in the menu.

Good that it worked; I added a sample robots.txt file. The original problem might be that Content-Type: text/plain; charset=utf-8 in the function, or something on your server; windows or linux?

Thanks, that should work. get_template_part actually uses locate_template(), so toscho's idea works more directly.
