Your question says you get a 404 for /wp-admin/uploads/, which makes sense because that folder shouldn't exist in /wp-admin/ (it's in /wp-content/). There a file called /wp-admin/upload.php, though. Can you double-check the 404 error for which one it is?

Have you searched through your code (themes and plugins) for that SQL query, or one like it? I've tried several variations in WP core and can't find it, so I'm wondering if there's a plugin or a query in your theme that's running into this. It looks like where the query is created, the value that's being passed to ID isn't generated, so the query fails since it doesn't know how to handle it stopping abruptly with ID=.

Has this worked in the past and just stopped? Have you upgraded WP recently or added/removed/updated a theme or plugin? Check the server's PHP logs to see if there's an error being thrown in there that can help point to where the problem is.

Have you checked out codex.wordpress.org/Child_Themes yet? Try to follow along with the example there and see if you can create a basic Twenty Fifteen child theme. If that works, you can apply that code towards your other child theme.

When you said there's "a massive jQuery conflict" I assumed you were referencing something in particular. Is that not the case? Also, is the script that defines Grid (and parallax()) also enqueued with the right dependencies?

What's the conflict message you're getting? Is this file loaded with wp_enqueue_script() with jQuery passed as a dependency?

This may just be preference of core, but all the constants in wp-config.php are set using define() instead of const, probably because of the global use of them. define( 'DISALLOW_FILE_MODS', true ); matches the rest of the config file structure.
