Awesome, thanks for this! I'll be testing in an hour or so and I'll let you know what I find. I suspect another plugin may be outputting content too early, as I can't even get plugins_loaded to work for me.

My guess is that either $this or $wp_filesystem are not properly declared, as both of these should be calling other classes. Make sure you're calling the global $wp_filesystem;

Nevermind, I see you're NOT using a WordPress generated page. I had the same struggle when I was building this plugin and came to the conclusion that the method above is the only real way I could find to make this work.
