You could build something with a jQuery DataTable using server-side script to return tag links. datatables.net/examples/data_sources/server_side.html OR even just echo all the tags into a table and use jQuery('#your-table-id').dataTable(); . It will create a great search feature for you. Just make sure to include all needed scripts/css from DataTables.net

By the time Wordpress reads your shortcode in the content of the post, the meta tags are already created. Custom fields are the way to go for you.

Yes, just hook into wp_head and echo script tags with var post_id = <?php echo $post->ID;?>; Just make sure to use global $post; first. Or echo your script tags anywhere in the Page/Post Template if you really want.

Have you tried typing that into the console to see if it does anything? That might narrow down if the element you want exists when you are calling the script.
