@ChipBennett, huh? In it's current revision, the question is independent of recovering from hacks. It's now just about how to update htaccess via plugin. Considering there are several existing plugins to do things related to this (including some to do exactly this that didn't work for me originally), I don't see how you can categorize it as too localized. I'm clearly not the only one who wanted that functionality, and this is likely to help future visitors.

@toscho, I further edited the question, putting all the meat of the question at the top and putting the back story and research efforts towards the bottom. Doesn't make it shorter, but hopefully is better structured this way.
