WordPress comes with a rich content editing tool called TinyMCE. This editor allows you to put a word in bold by selecting it and clicking on a button. The editor will then produce the corresponding HTML that will be saved into the database. Regarding the heading, I assume you are talking about the title of an article. In this case, the theme is formatting in (using HTML like h1, h2 and CSS like text-decoration:underline). But you can also insert headings in the article content and make them underlined using the editor.

I found an issue with this solution : the capabilities parameter is stored internally as cap so it won't be passed to the new registered taxonomy. See my answer to a similar question here

Thanks for you answer Pieter. The filter you mentioned sounds interesting, but I'm still using 4.3 for a few days. Also the issue with this filter is that you have to register on it before the init hook, and in my case I want to execute this code only on a particular admin page, so I use the admin_head-$page_hook action.
