No, functions.php is in your theme folder, whiche does not get replaced when updating WordPress. If you update the theme however, it could be overwritten (if you use twentytwelve for example). So your safest way would be to create a small Plugin containing this code.

You can use wp_clear_scheduled_hook( 'ig_fetch_new_posts' ) to achieve that. Also, where did you put your code? You can just place it in your functions.php, no need to add further actions. I usually check if everything works with the Crony Cronjob Manager Plugin. You can also remove scheduled events there.

Hm, this is more of a general jQuery/AJAX thing. You use WordPress just to calculate the results. after you send out the results as an Array or Object via JSON, it's all about jQuery and Javascript coding. I do not know of any good tutorial by now.
