comment Category pages vs single post pages
I now think that using category pages should be preferred because this allows to add pagination if needed

comment Auto resize images after adding a new size
Regenerate Thumbnails plugin seems not to create images of my custom size (see my question for exact specification of the size I need). So it isn't a solution for me.

It does not work because get_posts(array('post_type'=>'department')) returns nothing (despite of the fact that a post of the type 'department' exists.

comment How to load WP functions?
It seems you haven't understood my question. My question: How to get WP's functions for a script which is not a part of a WP theme or plugin?

comment How to load WP functions?
@Chip Bennett: <code>mymail.php</code> is located in the same dir where <code>style.css</code> and <code>functions.php</code> of the custom theme I am developing is located. It is executed from a .js file when a user clicks a submit button in a form of our theme. <code>mymail.php</code> is executed outside of WordPress.

comment Showing a list of posts when homepage is custom
1. I do not use static pages. 2. I renamed home.php into front-page.php as you suggested. (I now have no home.php as it uses index.php). But my issue is not solved, I don't know how to display (what URL should I type in a browser) the list of all posts. Please help.

@Chip Bennett: I don't remember what exactly I have changed. But I've tried to disable every other plugin except of Advanced Custom Fields. This does not help.

@SickHippie: It seems that you mistake. I have "Post SEO" metadata with only the following plugins enabled: Advanced Custom Fields; Akismet; Custom Fields for WordPress; My Link Order. SEO is builtin in WordPress 3.3.1
