AFAIK - XAMPP also have some extensions that are built-in like sendmail . As far as I know WAMP does not . ( also FTP, Mercury, Tomcat for java ..)

I would add another intermediate step(s) which is update by increments of major releases one by one , activating and after each step ,especially if the core is < 2.7 . ( for example 2.5->2.7->2.9->3.0.4->3.5->3.6->latest ).this is due to changes in wp-config (SALT) and update mechanism itself. also, different langauages might need different sequence

you could do it with a simple meta-box and custom fields. Or if you want to add it to the actual uploader UI you could have a look at attachment_fields_to_edit and attachment_fields_to_save hooks. on the right you will find a link with example implementation

I think you forgot to mention scanning your themes and plugins. Some people download them from dubious sites, and lots of them have malisious code already built in - Including SQL injections to DB ( will not help if just disable them or delete )

I understand , but if you divide the query for only a one time job - i do not see what the problem is . Anyhow, here is the SQL ( next comment ) you will have to create the tag my_tag first on ONE or more posts. Please also TEST thoroughly and backup DB before you use it on production

if you want with wp_query this should work : <?php global $wp_query;$tag = 'test';$query_vars= array('post_type' => 'post');$posts = $wp_query->query($query_vars);foreach($posts as $post) wp_add_post_tags($post->ID,$tag); ?> . The SQL method is more reliable, but a bit complicated if you are not familiar with the inner works .. if you are having problems, you should divide the queries to pieces. ( each 1000 for example). this is only a concept .. you should use proper queries ( like prepare() etc )
