comment Dump custom post type database
To add to this answer, it's much better to do it through code than direct SQL query because the code method will do some cleanup such as resetting taxonomy counts and deleting post meta.

Before answering any more in depth, could it be the typo in add_action( 'wp_ajax_oad_cat_posts', 'load_cat_posts' ); (i.e. wp_ajax_oad should be wp_ajax_load)?

comment Custom rewrite rule for backend/admin?
Rewrite rules that don't start with index.php get written to .htaccess instead of being added to the rule array. I'm not entirely sure it would work anyway, since there would probably be issues with the admin cookies working outside of the admin directory and (if using any kind of domain mapping) cross-domain cookie issues as well.
