I saw in some premium themes the feature where you can backup the theme's custom settings.

The backup file's content is:

YWlsLmNvbSI7czoxMToic3VjY2Vzc19tc2ciO3M6MTAyOiJUaGFutZSwgyZ etc.... 

How is it possible?

It is Base64 encoded. Paste that string here: base64decode.org I don't see how this is in any real way WordPress specific though. –  s_ha_dum Apr 3 '13 at 12:31
