Ad rotator script for Adsense/CPA rotations. Ideas? Existing Solutions?

My theme handles Adsense inclusion automatically for the end user. I'm looking to add a feature that allows them to rotate in CPA ads in place of the adsense ads (on a set frequency by percentage).

In other words, they can specify an image and url, then assign a weight to the CPA ad unit to determine how often it gets inserted in place of the adsense code.

Are there any examples or existing plugins that do this well?

Ad Injection allows a weight to be assigned to each ad in its ad pool. e.g. you could have one set at 50% and then another 5 each at 10%.
