Some 2 yrs back I started learning WordPress but there is a good enough gap in my learning. So, now I have decided to serious learn WP on my Laptop which runs on Windows VISTA. As I am serious to learn, I am in a dileama which OS is better to start off, is it Windows or Linux?

What you are most comfortable with yourself.. that is the best way to learn it. Wordpress in itself doesn't really make a difference towards your choice of OS. – woony Aug 20 '12 at 12:14

If you intend to load wordpress on your laptop rather than access it via the web then it would be better to run linux as this is compatible with the web server, apache, database, mysql, php etc. that is required to run wordpress. It is possible to do this in windows as described here but far simpler if you are OK using linux.

It doesn't really matter since it is very much OS-independent. It's best for you to use whatever you are most comfortable with.

for an easy-to-setup local development environment that includes a webserver, database and php just google xampp. it's available for both windows and linux.
