I am looking for a plugin that allows registered users to submit entries to a competition where each entry is an image upload. Each entry will then be voted on by other registered users (1 vote per user).

Try Formidable Form (Formidable Pro is also available), like what we using in our new website ,we used formidable pro and used rating plugins for voting. Using formidable form, you can display form at the front end, and display the entries using Custom Display at the front end.
