I've created custom Wordpress templates by editing the default theme for a client. They've setup a basic account (they're not paying for anything) on Wordpress.com.

Is it possible for me to upload my changes to their account? What are the options if I can't do that?

UPDATE: I also need to upload my custom WP database.

You can't, you can however go halfway there and add a premium feature that lets you change the fonts and add additional CSS, or use premium themes. Uploading arbitrary themes and an arbitrary SQL database is out of the question however.

Your best bet for getting your data onto wordpress.com is a wordpress export using the export tool in the admin dashboard.

As for page templates, I do not believe that is possible.

It may be more convenient to run WordPress on a dedicated host elsewhere managed by yourself or a support company, moving to WordPress.com will mean compromises, many of which you probably aren't willing to make.
