Is there a way to make those „tags” links under each post to point to global tag pages (http://pl.wordpress.com/tag/blah/) instead of the blog-local pages (http://blogname.wordpress.com/tag/blah/)?

That can be done by the WordPress.com Team only. People were complaining that their tags were linked to Global Tags pages, so WP.com Team changed the linking. Although Your tags are not linked to Global Tags pages, those are linked to your post.
