I have searched online for a "table of contents" generator for WordPress.com but in vain. I can find plugins for WordPress.org. I am looking for WordPress.com. Is there any text widget that creates a "Table of Contents" for WordPress.com?

With WordPress.com you are limited to the default widgets available in the dashboard. You do not have access to any plugins and can't add any html or javascript to text widgets. – Chris_O Apr 7 '11 at 2:19

WordPress.com doesn't allow for custom plugins, you only get what they offer. From a quick look at the WordPress.com's widgets page, it looks like your best best is to use one of these widgets (depending on exactly what you want it to do): "Archives", "Categories" or "Links".

You probably want to search for a sitemap or categories widget, depending on how deep you want it to go.
