I want to assign specific style to a specific item in navigate menu like "Home" but in plugin not in theme. I think I must write something like this in my plugin:

function change_home(..){
if($item == "home")
//get a css to the item
return $className;
add_filter('a properly hook', 'change_home', 10,2);

is there a way to do this?

You can enqueue a css file to the plugin and do your stuff – Maruti Mohanty Jan 9 '14 at 6:22
