I've been thinking of making a WordPress e-commerce theme that looks and feels like another (non-WordPress) website. I'm playing with the idea of selling this theme that I shall be making.

I will not do anything like steal their CSS/images, I will use my own code and images.

Is this wrong?

Define "wrong". Illegal? Depends on copyright. Unethical? Possibly.

It's also probably doing your customers a disservice. I mean, your website is your identity these days, so to crib someone else's is to deny yourself the opportunity to develop a unique, recognizable and (hopefully) profitable identity of your own.

This is not a WordPress question. Read a site like Techdirt to get a feel for the rights and wrongs of copying. Often its good, certainly to take inspiration from another site. But a simple copy-and-paste job doesn't do you any favours.
