Wrong CSS. Can you post you CSS file here or post link to your site? –  Krzysiek Dróżdż Jun 21 '13 at 14:41

Pure CSS question, which it sounds like this is, are off-topic per the faq. –  s_ha_dum Jun 21 '13 at 15:04

This sounds like a CSS error. If you could update with your Menu & Submenu CSS, that will go a long way with helping figure this out. Though my immediate thought would be that the Submenu is set to something other than display: none; for it's regular state. Try looking for something like this:

.sub-menu ul {
    display: block;
}
.sub-menu li:hover ul {
    display: block;
}

The non-hover state one should be changed to display: none;. However, without seeing your code this is my best guess.

It's wrong ;) First of all you should have display:none in first declaration. And then you should use .sub-menu li:hover ul {display: block} (ul is hidden, so it won't have :hover). –  Krzysiek Dróżdż Jun 21 '13 at 14:56

My example was a hint of what to look for in their CSS file. If the submenu is always showing currently, then chances are it's not set to display: none;. I'm editing my answer to reflect your very good point about the ul already being hidden. –  TXChetG Jun 21 '13 at 15:02

I am impressed and amazed! Your reply wae so fast! I was relieved that it is a CSS error so I took TXChtG advice: copy and paste the NAV CSS from the backup file and... we are back in the game. Thank you very much. good work!! –  ibe Jun 21 '13 at 15:35

It seems you may have gotten it worked out? I am not seeing the problem you described on any menus there. Though it might be the translation from Hebrew to English throwing things off. –  TXChetG Jun 21 '13 at 17:54
